I wrote an answer to this question, but I can't post it even though it's not opinion based. which tile size to choice for 16-bits

Super Nintendo:

Max Resolution: 512x478

Sprites On Screen: 128

Max Sprite Size: 8×8.

TurboGrafx-16:

Max Resolution: 565x242

"Normal" resolution: 256×239

Sprites On Screen: 64

Max Sprite Sizes: 32×64

Neo Geo:

Display resolution: 320×224

"Normal" Resolution: 304x224

Sprites on screen: 380

Max Sprite Size: 16x512
